Dear Mr. President Emomali Rahmon!
One of the main achievements of our country during the years of state independence and appreciable lifting of national consciousness is undoubtedly the development of democratic freedoms, the process of laying such important bases and structures of Civil Society as freedom of speech and press, pluralism and multi-party system, and various forms of nongovernmental organizations. Indeed, we can proudly say that during these years we have succeeded in laying the foundation of Civil Society.
The issues of formation and further improvement of NGOs have found special importance at the present time. Today there is no area, where NGO’s representatives would not participate in the solution of vital problems. Of particular interest has been the contribution of NGOs in retraining the national personnel, as well as retraining and upgrading the level of legal, sociopolitical and cultural enlightenment of the country’s citizens.
During the last 17 years, The Tajikistan NGOs, activities have covered the following areas: The first modern centers of retraining to work with: women and children, invalids and infirm; the foundation of the first small commercial and non-commercial enterprises; cooperation and adjustment in education sphere and public health services; increase the level of citizens’ legal knowledge; granting the first material and financial aid; organizing educational centers for new generation of businesses; short-term courses for employees and public officers; granting the opportunities and new jobs for youth and housewives. This is a short but not limited list of the services that Tajikistan NGOs has provided.
One of the main priorities of Tajikistan NGO’s activity is the social partnership, directed to the efficient solution of problems which are faced by modern society of our country. Thereupon working out the effective practical mechanisms of using state orders and efficient cooperation of business and NGOs has been of significant important. Also there is the need to increase the NGOs contribution in the realization of such important long-term and short-term programs in the area of: the National development strategy for the period up to 2015, the Poverty reduction strategy for 2007-2009 and the National concept of transition to a sustainable development and others. It is important to mention the First Conference of 2002 took place with your direct participation that reflects the good political will of the state top management and the Government of Tajikistan for democratic reforms and building Civil and Legal Society in the Tajiks’ neogenic independent country.
Today, after many years activities and experiences gained, Tajikistan Civil Society has planned for itself new purposes. We believe in its right direction, as you have underlined, it is necessity to create the needed conditions, which enables not only responsible governmental organizations participate in the formation of Civil Society and the education of its active members but also to provide opportunities to NGOs where they can play important role in that processes as well. There are many achievements toward that direction, however we should keep in mind that there is still defects and formed emptiness in existing conditions. Indeed there has come a new crucial period for NGOs. It is very important, that at this very juncture of time, all interested parties come together for serious dialogues, determine the strategic directions of their activities and draw up further cooperation in designing programs for the sake of further prosperity of our country. Therefore while taking into consideration the achievements thus far, we hope that we can hold the 2010 meeting with NGO’s representatives which will trigger off the formation and further sustainable development of NGOs and increase their professional level, became good annual tradition,.
We, delegates of the Second Tajikistan National NGO Forum following your directions and instructions concerning further development of Civil Society in our country, have come to the unanimous decision that given the present stage of the country’s development, the main task of all forces of society is the unity for the sake of further prosperity of our beloved country by all the inhabitants of Tajikistan. For the purpose of solving problems, the top priority for the socio-economic problems, it is important that our efforts brings and eventually promote the achievement of higher and better quality of living standard for our people.
We are interested and ready to coordinate and cooperate with various state organizations. It is a pleasure to know that today a large number of intellectually motivated NGOs, with their rich experiences have the potential to be an important and inseparable part of the democratic processes of the country. Constituting and building Civil Society is widely used for the solution of essential problems of society all over the country. However, NGO’s participation in the political life of the country leaves much to be desired. For example, in comparison, the Parliaments of countries like Afghanistan, Kyrgyzstan, Azerbaijan and Russia, NGOs for many years along with the representatives of various parties, movements, organizations and other institutions of the Civil Society conduct their activities for the benefit of the country and their electorates. Thereupon, delegates of the Second Tajikistan National NGO Forum respectfully address that need and request you to promote NGO’s role and status in the political life of the country, and to allow them active participation in the forthcoming parliamentary elections of the country.
We, the delegates of the Second Tajikistan National NGO Forum whole heartedly support your creative initiatives, for the development of economy activities, achievement of energy independence of the country, in particular the construction of Roghun Hydropower Station, declare our willingness to mobilize all our efforts, knowledge, understanding, experience, and potential with the view of realization of the governmental strategic plans and programs for the better living standards of our people and further prosperity of our beloved motherland.
We wish your Excellency good health, peace of mind and all the blessings to succeed as you implement the country’s crucial programs that will bring happiness to people of our beloved country.
